There's nothing that prevents you from having a dual layered data system on that server. The surfer would get the information as to the custodian of records, an inspector that came to your business could access all of the data from a secure connection inside your business.

The folks I am dealing with have always kept a separate computer in their office to handle 2257 requests, and adding a bit of online functionality to that database won't take more than a day or two
