Register your phone numbers with the national do not call registry.

If you are already on the registry and getting telemarketer calls still, you can file a complaint with the registry
https://www.donotcall.gov/Complain/ComplainCheck.aspx

You need to get the company name, the phone number if possible and as much info as you can about the caller and time and date of the call.

The fine is up to 10,000 for each infraction.

Nobody I know would ever call me that early, so if the phone rings at that hour, I just stay asleep in bed. If its some kind of "emergency" or something important, they'll leave a message

get privacy director. It cost a couple of dollars more a month but it sure is worth it. It eliminates 99% of phone calls.

It's easy to not answer the phone, but still the phone rings and it can either wake you up or force you to get up and get the phone.

If you have time to kill... talk to them for a few minutes, get their spirit up for the sale and then tell them to hang on for a minute before they can get a chance to verify all your info... then just leave the phone off the hook and let them sit there and wait while you go about your business. Then hang up the phone 15 minutes later (or whenever you remember to do it, or if you feel like getting up from your chair). Kills their spirit every time. If they call back, get all psycho on their ass. If enough people do this, we'll rid ourselves of telemarketers, one leech at a time.

I do that myself with remarks like "really!" "sounds great!" "boy am I interested!", I then ask them to hold off while I answer the door

You will be amazed at how many telemarketers are still waiting 15 minutes later
