If you're not only re-locating in North America (which you probably are...), I think you'd find Costa Rica meets a lot of your benefits:

around San Jose (the center):

- valley, keeping things cool lots of wind
- rain and storms. Season starting in 2 days, for about 4 months we have atleast 3-4 hours of rain per day. It's great!
- humidity / sunshine / heat: in a valley, never reaches very hot temperatures like the beaches do.

Those are for your criteria, for a few of my own:

- Very cheap cost of living, yet high quality. No 3rd world country here.
- Beautiful, friendly women everywhere (not sure if thats for you though hehe)
- Gorgeous country with many natural features and benefits (volcanoes, rafting, beaches, wildlife, etc...)
