I went and looked at the site and it read:

ROUND THREE CHALLENGE: This rounds challenge is to produce the best pic of yourself in the GFY tank top and panties. The best pic wins the $500 round 3 prize. 10 Girls will be knocked out this round. Since we are mailing the clothes, the round will end on June 11.

and

Each contestant is to send in a pic of themselves wearing the GFY tank top and panties that will be mailed to them.

I think technically she did what the instructions required. She's wearing the gfy tank and panties (unless you think she's lying about that part), so I don't see what you could boot her for. I honestly would have never noticed it if it hadn't been pointed out.
