Just pull out all troops and send the nukes. Very much cost effective (as far as $$ per dead rughead) and you don't let any more american troops die.
Other countries already hate USA anyway, so there is nothing to lose really.

We could operate the oil wells ourselves and use any survivors as cheap workers, the prices would drop a lot. You can get a tank filled for a few bucks in middle east, why not bring the same prices to the rest of the world. If we drop the prices, EU will actually be even thankful, you know they pay $6 per gallon already.
This way we get message across that we do mean business. They won't have the guts to kill any americans after that.
