Yeah, that growing back in stubble sucks big time.
I found that using a beard trimmer on its lowest setting makes them look and feel almost shaved but doesn't itch at all.

make sure you wash them with an AntiBac soap... maybe an isoprophyl alchohol will do

After you shave, apply Aveeno moisturizing lotion and rub it in well. (don't bother explaining to someone who might walk in on you what you're doing, just tell 'em that you like it and theys hould try it sometime) The lotion SERIOUSLY cuts down on razor burn.
