I was told they made some complicated changes from November 29, but in short it may be described as rising their fees for additional $1.95 per initial transaction and $1.95+1.5% of amount per recurring. On the contrary there should be no chargeback fee. Am I understanding it well?

I read it as $USD1.95 charged to the SURFER. I've seen this on another biller before, I'm not really sure what it's meant to achieve. Even if the webmaster lowers the price to accomodate it I bet many surfers will be wondering why they are being charged an extra fee.

Rowan, yes you can choose if you pay it or let pay the surfer. But in every case it dramatically rises the percentage of what you are paid from total surfers charges, if you charged $30 it is about 6%, if $8 for trial, it makes 25%.Comment

But on further reading it sound Ok. At least they are on top of things, I hope.
My rate with them only increases by 0.3%, not bad. Pro billing was my main and they went from 9.5% to 16.5%, ouch.
I like the fact that they have a charge back scale. I wish they would use that to subtract from the base % since I have not had one charge back this year so far with them.

Yah this is a bit disturbing.
As I read it unless you want to do the surcharge program your percentage will increase (at the bottom level) from 13.5 to 14%.
Rebills go from 15% to 16.5% at all levels.
The business about reselling your user list for a .5% discount chokes me. This is totally against privacy rules as I have read them. There is also a lot of stuff pertaining to resellers in there.
