The guy is an asshole but thats pretty common. Probably has nothing better to do.
If your cat has only been missing a week there is a good chance you will find her. I had a cat this past fall missing for over 30 days (through 2 snow storms during that time). She was a pure inside cat but they turn feral pretty quick to survive. They usualy don't go very far either. 2-3 doors down etc. Hiding under something until they get the nerve to come out. They won't respond to even your voice.
I lured mine in by putting food out and a warm jacket every nite. I had a few Toms around but eventualy I could see she was coming because I saw her white fur on the coat. I bought a baby monitor and put it outside by the food. Took several trys and moving the food to the garage (closing the door from the inside with a remote when I heard her) before I caught her a month later at 4am.
