You might want to check out the definition of proof. What you posted proves nothing about september 11. The article doesn't even mention semptember 11. They had a terror plan in the 60's that never came to fruition, and that's proof that the plan has been implemented in 2001? It's evidence of what a 40 year old administration was capable of. You could even argue that it's evidence that such a plan is possible under the current administration. But you cannot call it proof that the United States planned September 11.
