Call your local health department and any AIDS/HIV outreach/treatment/whatever clinics that are in your area. Give them her name and address and tell them she's HIV+ and you know she's purposely sleeping with multiple partners that she's picking up, and not telling them she's positive.
Of course, you don't really have any proof she didn't tell the guys or that they didn't use a condom, but just lie and say you know she didn't. Do it anonymously if you don't want it coming back on you.
