CCBill may be scrubbing, but often small one-site-programs via CCBill offer better sites than big sponsors offering a site for every niche...because they understand their niche, produce their own content and are in close contact to the fan community.
It's not like there aren't any good big sponsor programs, but some scrubbing and 1:300 is still better than no scrubbing and 1:700 because the site is a wannabe niche site
