I have used them couple months ago, and it was difficult communicating with their people. Do a search and you will see they have a very checkered reputation and they always seem to be having some disfunctional problem.
If you are looking at outsourcing some quality talent at a cheap price take a look at http://www.xxxoutsourcing.com
Both companies are located in the phillipines. We now use XXX Out Sourcing and they have been great so far and very creative compared to adult - outsourcing..
XXX is owned by American and UK England guys, who seemed to have put together a real sharp crew.
We pay US$845 per month per designer and they have put us on the map.

The owner of adultoutsourcing is a good friend of mine. You can see by my unpaid signature ;)
They have excellent offices, professional staff, american management, 800 number for the states, 24/7 shifts to match your schedule, along with great us based hosting facilities.
I've used several of their designers, and most have worked out great, those that did not were quicky replaced free of charge.
I lived in the Philippines the last 3 years, so I have a pretty good idea of the culture and how to communicate with the designers. But you have to keep in mind your "employees" do have a different culture, so there may be a little communication barrier. Though English is widely used there, I read once it was the 3rd largest English speaking country in the world, you will need to edit the text to make sure it is "sounds" right.
All in all, I feel the quality of work for the price is well worth it.
I don't know about xxxoutsourcing, haven't heard anything bad about them.
