MadriGras sites are still converting well for me, the one at purecash has nice ratios - although it may be just because its new

depends, if you have exclusive content. then yes. use it on your tours, use it everywhere. if you use plugins dont use the common ones (hotwired content, ect)

the average "spring break" site is a good traffic generator, but not the best converter.

I was buying spots on bunnyteens for the biggest spring break site out there over a year ago when it was $3/listing. Back then it was profitable, but nothing crazy. Today, I find it a lot harder to convert.

Where were you a year ago?
