You can purchase reviewed submitted galleries from some places. I believe Richard's Realm does this.
Or you can make your own. I use a combination of hosted galleries and my own galleries .. but I also accept submissions.
As for hosted vs. fresh galleries .. most sponsors roll out new hosted galleries on a regular basis so you can grab the latest. And you can also use lesser known sponsors.
