how seriously do you take a person if they avoid making eye contact while talking to you?

lately i've noticed that if i stare someone down in a conversation they tend to look away. does this mean that i'm intimidating them

On the flipl side - I find lately in business negotiations that the other guy and I are making such intense and uninterrupted eye contact while talking that it feels weird and unnatural, but I don't want to be the one to look away.
