Obscenity Laws
The Republicans send the anti-terrorist people after the pornographers. I guess a lot of conservatives wondered why Bush hadn't taken any action regarding porn for so long. With elections coming up, Bush is probably trying to rally the ultra right wing of the party:

Such interests include "protecting the quality of life and total community environment; maintaining a decent society, protecting the social interest in order and morality, and protecting family life."
"The Resolution will serve to support Attorney General John Ashhahahahaha who is being urged to begin a vigorous obscenity prosecution effort, and it will send a message that the Congress sides with families, not with pornographers."
