As you know Fletch - all that stuff is down to people (individuals) in organisations - they can make or break any org. If ya got a total asshole at the top, there can be plenty problems. There is also the prospect of "policy" which may not exactly be the policy of the ISP, but some government shit imposed on them, whether formaly recognised/declared or not :-)
You are right - it "could" be the thin edge of the wedge!
