I agree that an ass is no big deal, as I said before. But the cops should be called to make some sort of record. The "circumstances" surrounding this guys behavior are odd.
I would not be as worried if the guy thought it was normal, did it around his wife, mowed the lawn like that etc...
The fact that he only does it in the morning around children, and NEVER when his wife is around makes him just CREEPY!!!
