After seeing how hard it was to get gallery submissions meeting an extreme quality standard, I've decided to make the rules a little more relaxed. New submitters are welcome to submit if you haven't yet.

Main change is that I will now list sites that link to popup pages. However, sites that still link to sponsors/fpas that do not use popups will recieve higher listings over those that do not.
