"Fair" or not, it's the state of the biz. There's just far too many cheaters and scammers out to make a quick buck that it ruins things for honest WMs. Same thing is happening to TGPs. Everyday I get new sites trying to signup that are just cookie cutter, filled with nothing but FHGs etc. At the end of the day, the sites with the traffic close ranks and only let in webmasters that prove themselves as trustworthy over some time. Don't blame us for the situation, we didn't create it.
