You see, the only reason I see is that I mistakenly put my card in ATM without "PLUS" label. But I don't think that it can be a real reason. Also I didn't know that they have limit in 400$ a day. Have I right to know what's happening with my account and money? Or if I live in Ukraine they could just close my acc without explanation??? If so work only with USA and don't tell everybody that we are so stable and safe international organisation.

I can tell you only one thing. In future I will work with them only if they will restore my account and make excuses in official form.
