I am a submitter and it bothers me that so many cheaters submit to TGPs. Sooner or later every TGP owner will get tired of reviewing 100s of shitty galleries and trying to catch cheaters daily. And that will hurt the honest submitters and the TGPs that chose to list only their own galleries.
So... what can you do to avoid cheating and keep the good submitters?
I think the partner submitter system is the way to go. You make the submitter register, ask for all the info you want, and keep an eye on him. If he screws up once, he's gone. You accept only submissions from partners and keep a reasonable number active. If they stop submitting you kick them out and let new ones in.
You can even do something like pichunter, where each submitter has a ranking and good submitters get higher listings.
