Weird that your scrub rate is 40 to 65%. I'm with CCBill and my declines are consistently about 9%, and about a third of them are declined rebills for such unavoidable and obvious reasons as expiry date passing or the cardholder address changing (they moved). In otherwords scrubbing is totally a non-issue for me with CCBill.
Is all your traffic from Russia or Indonesia or something?
