Seems to me that what the terrorists are trying to do is not a biological attack. If that was the case, they would do more damage by poisoning the water system somewhere.
I beleive what they are trying to do is destroy our infrastructure. When they hit the WTC, they managed to do great damage to both the air industry and the stock exchange.
The anthrax tainted mail is IMHO, their attempt to undermine both the media and the US mail.

I saw some TV talkshow the other day talk about the biological shit...
they said that Most of the available biological stuff are NOT gonna cause much death... max like 20 or so people at a time... and the guy carrying it will have to die the same way as the others as well... hence making it a bad solution for them...
as for water, I did not follow all the guy said, but he said it was hard to put a biological weapon spreading into water, as most die in water I think...
