If you are not making sign ups step back and look at what you're doing and try to analise what is right and what is wrong.
Firstly are you getting lised in good TGP sites?
Are you getting noticed enough on the sites?
Does your page arouse interest to see more?
When the traffic arrives, is it going to a place it likes?
Does the site that gets your traffic convert?
There are many ways to solve the same problem, knowing the problem is half the answer.
Look beyond all the freebies, offers, rates, etc. Some sponsors are giving more than others because they have to. A sponsor giving you nothing, $10 a SU and converting 1 :100 is better than one giving you everthing, $100 a SU and converting 1 :10,000
Look at the content you have, was it given, the cheapest you could find or something that will arouse the surfer interest to BUY more?
Look at the design, is it similar to the site it's aimed at? Showing the surfer a similar design to the sponsor site is more likely to convert. Do you have the right words on your TGP, a few well chosen words matching the sponsors site will help.
