Heh, Crockett, you're close... 8th floor actually. So no, he knows full well he can't make the jump. He approaches the edges of the balcony with great caution. I think he's actually scared of heights

I'm pretty sure a cate is more likely to survive an eight-story fall than a four-story fall. I forget where the exact cutoff is but I know at above a certain height they actually have a better chance to survive because they have time to orient themselves.
