I already have a merchant account and tried to get setup with Netbilling for handling my members area but that didn't work out because they claimed that they didn't get the paperwork I mailed them. Who out there offers the same services that they do? I need a company that is responsible and answers questions quickly.

Not sure who you spoke with at our company or which paperwork are you referring to? Our merchant signup is an online form and the merchant agreement is done by fax. Please contact our sales department and/ or me directly to get this taken care of tomorrow.
