You're thinking too small.
Just be a broker in the middle of the picture club. People pay either $x per image or a monthly fee.
On single images:
xx% of the fees go to you and xx% go to the original photographer
On images downloaded via recurring monthly membership:
50% of the membership net goes to you, and the other 50% of that members membership fee gets divided up among the photographers whos work he or she downloaded during that period.
Ie.. if the member downloaded 4 images, 2 of them being from 1 photographer, and the other 2 images be from 2 other photographers. Then the one photographer would get 25% of the money
for this member and the other 2 photographers whos stuff the member downloaded would get 12.5% each. (And you would get 50%)
Also, by being a broker and having a good contract between photographers & licenses to the end user, you can eliminate most or all of your potential liability.
If you do it like this, you can get hundreds of photographers to participate.
Anyone with a digital camera.
Let them upload and force them to tag each pic based on quality, with keywords, and pre-defined categories that each image falls under etc.
Anyway... just some rough ideas for you there.
Write it all out and go hit up scriptlance or something.... or better, use a GFY programmer to develop the system for you.
