Its also worth pointing out that the USA is the only country that has ever stooped so low as to use an atomic weapon on a civilization, not just once but TWICE - the first was supposed to be a warning they would have surrendered if they were given time but the TEST was not over, think about how the rest of the world views that, I wish somebody would disarm the USA then the rest of the world could relax

Building a consensus now would even be more difficult than it was prior to the Iraq war. Not that consensus is a must but the support of China is necessary and Russian support would help.
Bush could do it anyway but I think it would be too great a risk to his political career. Also, I think the cost of a large troop commitment would be prohibitive.
I won't be surprised if I'm wrong. Way too many factors.
