They're doing it to keep their chargeback ratio under 1%, but I think a better way to do it would be to report all the fraudulent webmasters they catch to the police.
I bet most of the chargebacks come from a very small percentage of webmasters.

i don't know if i think that makes any sense though... wouldn't the denial of rebills that have proven in the past to be good transactions make the chargeback ratio worse? it would seem the lower the number of good transactions to pool together the higher the chargeback ratio's would go... i can see scrubbing new transactions, but good rebills? what purpose would that serve, for me or them..?
