Technically, all Christian holidays can be traced directly to a Pagan celebration that occurred at the same time.
Christmas, Easter, Halloween... all of 'em.

It helps to keep the revolts down when you overrun a community if you have holidays at the same time so that they feel they haven't completely lost their culture and traditions.
