my bro is getting back from turks and caicos tonite and it cost him 1300$ for 1 week.
Usually from here its over 2k to go there.
Best place would be to send them to cuba, prolly run you between 2200-2500$ cad for both.
Actually being summertime im not sure how that affects rates.

Cuba is usually 1k to 1.3k cad per person about.
The beach is real sweet, if you put them in a decent hotel they will eat well, party hard and will be very happy

In the middle of July, Costa Rica experiences a period known as "the little summer".

This is two weeks, smack in the middle of the rainy season, where the weather behaves like it's dry season. Lots of sun, very warm, very beautiful.

You will still pay low season rates, however.

15 Days in Costa Rica, in a realtively nice place, can easily be done for about $1700CAD, per person, based on double occupancy.

Just dont make it a disney cruise. Took my wife, sister, and mom on one 2 weeks ago to nassau. Spent close to 6k when all was said and done. had an onboard drink tab over $400.00, everything pretty expensive. Went with disney because it was more of a family thing didnt want to go on one of those floating singles bars carnival has. I would say rent em a house on the beach for a week, get em some cheap airfare, and give the remaining cash to em for spending money. I hear key west is nice this time of year, and some good deals on beachfront there too.

A cruise is the answer. Send them somewhere near the Cariibean and you'll be set. They'll love it and they won't be stationary in just 1 place.
