Mojomail was always pretty good for a free script. Double opt in but I can't remember if it stores timestamp and IP or not.Ignorance is never bliss.

The only thing I could think of is to go bulletproof and I wasn't making enough money to justify that. If you can get enough emails to make it worth it, that might be the way to go.
