If I remember correctly, you're missing the point of that first step. When it starts off an you add a new gallery, it says to upload file. What you do is select your already created gallery from your hard drive. You're uploading it to the RS server so it can make the mirror pages (the pages with the links on top).

After that step, you need to fill out some info about the gallery.

When you get to the end, there's a link that say "generate pages" or generate files... run that and it'll create a zip file of all the mirrored gallery pages. Download that, extract it to a folder and then upload that to your webspace. Also be sure to upload those recip buttons.

Meanwhile, the first step of using russian submitter is to upload my gallery. Do I need to put a URL link for my gallery inside it or have to upload the html file from my own PC.

Anyone with experience of using it, please give me some advice.
