    what program can i use to make a simple animated gif by pasting 2 static gif images?

      Macromedia Fireworks is probably the easiest thing to use for this:

      1. Open first image
      2. Add a new layer
      3. Import second image
      4. Choose speed/behaviour in export preview
      5. Export as type: animated GIF

      Done.
