I get most of my spam from those who collected email addresses from the Whois database.
Most spam going to addresses that only exist in that database and never used elsewhere.
There should be a global DO-NOT-EMAIL address unless specifically invited - and it should be the email addresses used for domain registrations (only the registrar automatically included).
They should implement this one domain at a time as they renew.

I'm not a network guru ...
but I think this could be blocked on EVERY domain name server everywhere.
Simply not possible to send an email to an email address used with domain name registration unless specifically given permission to.
In the old days when you registered domains and even now you're not supposed to collect that information.
I ask InterNic.com to uphold "their rules" when I first registered my domains. Fufill the promise.Comment

No they didn't. So they carded a bunch of accounts and had to refund. Companies like to pretend that when someone cards a membership, the carder would have bought one anyway.
