It happen to me before, probably that the atm was out of money, the balance should be corrected in 2-3 days in your bank accont.The way it work is that the atm get is "OK" for a certain amount before issuing cash.so the balance will be corrected when they deposit the refund of the money you dint get

The problem happens when the atm is low on funds , but not empty , so it will imit the amount you take out, you may have seen a message like " trying to partially reverse transaction " then " transaction falied " and it spits out however much it wants then gives you a receipt. Dont even bother with the bank they cant help you.
What pisses me off is the atm prob isnt out of cash or it would shut off , it just wants to save funds to give everyone $20 or so. because when it happened to me some guy walked up and took out $60 right after i got denied for 600 and it only gave me 400hatisblack at yahoo.comComment

on a debit card it will always succesfully revers the transaction , but if its a cash withdrawl from an atm or "cash advance" on a credit card it cant reverse it.
It sucks because it could just deny the charge and say "machine out of funds" so you could go to another machine, by doing it the way they do it , they get millions of dollars to play with for a few days..hatisblack at yahoo.comComment
