Actually CCBill bouncing signups would explain why my signups are down 95% ... I use mainly ccbill.

I used to use CCbill and was driven totally crazy by the denials. Since switching to Verotel my signups doubled and no increase in chargebacks either. Having said that though Verotel has been down for over 12 hours now
