Yes, there are rumors that the US government did start AIDS, as well as distributing crack to black people. Silly conspiracy theories aside, it is a verifiable fact that the Regan administration knowingly ignored the serious nature of hiv/aids when it first started cropping up in america in the early 80s.
In fact, hiv/aids proliferated at an incredible rate, much due to the ignorance (not to mention the morally richeous indignance) and willingness to let it run its course (on the belief that it was a 'gay' disease and 'those' people had it coming).
Now it is a serious epidemic that affects heterosexual christians too.
The same brilliant 'management team' which allowed a disease like hiv/aids to get so out of control because of its moral beliefs is now trying to 'democratize' the rest of the planet based on similar moral values.
What surprises me more is that, as counterintuitive as these mindsets are from a rational perspective, in the last US election, more than half of the american voting populus seemed to endorse the continuation of this style of lunacy.

The Human Immuno-deficiency Virus is a mutation of the Simian Immuno-defiency Virus, which affects certain other primates.
The outer coating of protein polypeptides frequently changes due to mutation of the virus RNA, therefore making it very difficult to manufacture a permanent vaccine.
The virus does not discriminate against who it infects on grounds of race, colour or sexual orientation - it will infect any human who does not have natural immunity.
The virus is spread primarily by IV drug users sharing needles, blood transfusions of infected blood and practicers of sex without condoms.
The reason the virus at first infected many gay people was that anal sex creates lesions on the anus which allow the virus to enter the blood.
The reason that the virus infected so many black Africans was that their promiscuous sexual practices played right into the virus' hands and that local superstition and poor education kept them from changing those practices.

To add some perspective:
In the past two years, the us government has spent about 300 BILLION dollars on a war they started based on deception and blatent lies.
On the other hand, the death toll from hiv/aids related infection is orders of magnitude higher than all those killed by 'the axis of evil' (and its avengers).
Dropping $70 million on a disease several years late in the game (as usual in american history - eg. WW2) does not quite cut it.
