yeah, more than fine. Just they were lined up against the sidewalk and there was no other way to get into the cabs. Such a safe area. Even prior to Osama,there have always (since I have been here) armed gaurds around the City of London (which for non-brits is a specific area of London) . The IRA have left their mark too many times and it is too much of an important area.
