BOTH of those things are illegal in alot of US States too. The old man put a cute purple neon ring light on the license plate for me and after the second ticket took it back off. We thought that that sort of light didn't fit the 'light kit' under car law, and it DID light the plate as the law says it should. Oh well, live and learn. 300 bucks later the 20 buck light is in a box, but we aren't moving to Paraguay so he can put it back on.
