                                                                                              It's quite simple to explain why an uncut male is more sensitive. It's called the "band aid" effect. If you put a "band aid" on your arm for a few days (inhibiting the drying affect of air) the skin under it becomes moist and more sensitive as the nerve ending are closer to the skin's surface.
