Why does there have to be a national disaster for FEMA to be someplace before the shit hits the fan?

You should sleep better knowing there are contingency plans and drills run all the time, (and not just by FEMA) preparing for just such a catastrophic event.

Would you feel better if they didn't, and left all the command and control to Barney Fife?

I doubt he got his days "messes up". Not sure why you are calling him a fool for posting this. Its just a question many have had for a few years now.

I am more curious how often FEMA went to NYC on a regular basis for training etc. Sounds like its most likely a weird coincidence. But its just more fuel for the fire for those searching for these sort of anomalies.
