I wouldn't assume that it is a blind dig to locate weapons, however there is also a chance evidence was destroyed in order to defy the U.N, not to mention people/places which had the information have been destroyed during missile/bomb strikes.

The United Nations believed there were weapons prohibited by them, and were unable to prove it (for example the "mobile" weapon labs)
Saddam has had over ten years of practice in coveting things he wanted hidden from the world, it is unlikely he would trust this information with soldiers, scientists etc. due to the high amount of defectors during the 1st gulf war who disclosed information to the U.N. I think it's a matter of time until evidence of either weapons, or weapon programs are disclosed.
