the problem with trying to find chemical/biological weapons is that such weapons may be "binary agents" with two ingredients that are innocuous, a good example of that is sodium chloride gas, very poisonous in it's mixed state, two relative harmless materials when not prepared as a weapon.

I doubt any binary agent is going to have instructions written on them for mixing with ingredient B to kill X amount of people, so proving that they were ever intended as weapons is extremely hard.
