The things I look for in a free host are:
1. Headers and footers that don't take up half a page.
2. FTP or .zip upload.
3. A toplist that promotes the sites on the server (Pornbillboard.com used to do this and it really kicked ass).
4. The big TGPS (Hun, AL4A, etc.) accept galleries from the freehost (this is the most important).
5. Webmaster tools section (TGP submit page, search engine submit page, list of good sponsers, BBS, etc.).
