I know where a few of those 'young' looking pics are from.. and they're not under 18. That's a pretty fucking harsh accusation (some fucknut did the same thing to me 6 months back).
Not saying I can be 100% sure they're all legal, but I wouldn't judge without proof.

The first set is asian AND she is fully clothed, so I doubt she is underage and if she is, at least she is clothed. (No, that doesn't make it right to put the picture on a pornsite, but it WOULD make it legal at least in terms of age, licensing issues aside.)
The second one and the last one look questionable, but I have seen a few sets from legal content providers where the girl looks underage in certain pictures. Maybe you should contact the webmaster first and ask about the pictures before you accuse them of something. He may have licenses and model releases for everything.

Websites like that take thumbs from all over the net. I have had several of my exclusive content thumbs on a shit load of the CJ sites that have all the teen thumbs on them.
