Doh! I meant he was the one who made the allegations that the report was doctored. He was not the author of the report. That makes it even more suspicious.

Based on the placement of the body, you can conclude that the killer wanted the body found.

It was probably an anti-Blair/Bush extremist that knew the death of this sicientist would further convince the stupid people of this world to dislike Blair/Bush. Blair wants to turn europe into his kingdom. He is also buddy-buddy with the United States. People don't like alot of the things he does.
