Why don't we make drugs legal? lol
For the same reason the oil companies wont release the patents on water engines or alcohol engines.
Money.
Oh, yes, you can run an ordinary engine on 80%water 20%petrol(patented 10 years ago) and on alcohol(almost all top fuel drag racers use methanol) - but as water is free, and anyone can make alcohol, the oil companies wouldn't be able to control the planet if those alternatives were used.
