Why the Hell does "the freest country in the world" have more people in prison, per capita, than all but a few dictatorships? The main answer is the criminalization of drugs. I say, treat drugs like alcohol: People can use them until they fuck up, and even then it should be handled like alcohol abuse.
At the same time, I would recommend allowing discrimination based on drug use, too. If an apartment owner wants to test potential residents for coke, fine. Why should I have to live with a coke or heroin user in the next apartment? If someone thinks meth heads make great residents, let them open up an apartment building ONLY for meth heads.
This way, everyone is free to use drugs and to avoid unwanted drug users in many important ways.
